75adcf4da9 Invert logic for encoder map, enabling by default.
- Removes `ENCODER_MAP_ENABLE=yes` as it's now the default behaviour.
- Adds `ENCODER_CALLBACKS_ENABLE=yes` to restore historical behaviour.
- Docs updated to reflect the new logic.
